Governor's Council Report to Daniel Blain

This document is a report about the proposed administrative changes that would be effective on July 1, 1960, a report created by F.H. Garrett to Daniel Blain. The report contains important information of update policies and procedures that Supervisors of the Ancillary Services, Nursing Service Supervisor, and new personnel should apply and understand thoroughly the new plan. The plan is to allow families and the public take tours around mental state hospitals to detain negative impressions towards mental state hospitals. During tours patients must wear required dressing assigned or the occasion.
