Analysis of the 1976 36th Assembly Race

This 1977 academic paper analyzes Jane Tolmach's defeat in the 1976 race for California's 36th Assembly District, concluding that several interrelated factors led to her loss. The author argues that Governor Jerry Brown's support of Proposition 14 (the farm labor initiative) hurt Tolmach by association in agriculturally conservative Ventura County, where the measure was unpopular and widely criticized in local newspapers. The study also finds that although both Tolmach and Republican Chuck Imbrecht were similarly qualified and received comparable press coverage, Imbrecht benefited from stronger image management, more effective advertising, targeted mail campaigns based on polling data, and greater non-monetary support from outside groups. Ultimately, the paper concludes that Proposition 14, newspaper dynamics, campaign strategy, and especially Imbrecht's more dynamic public image and media presentation gave him the decisive edge in a close election.
