Supplemental Budget Item: Salary Schedule, Department of Mental Hygiene

This 47 page document is from the committee of trustees of the fourteen state hospitals of the department of mental hygiene, and this request report is to all legislators, finance directors, personnel board executive, and the the governor of California Brown. The purpose of this document was to request/demand a supplemental budget in the increase of salary of all treatment personnel in the Department of Mental Hygiene. The document explicitly shows the why each state hospital in California, is in need of a salary raise. Data, studies, and evidence of the need of budget is provided for legislators to see, the low salary making is difficult for any progress to occur. The treatment of the mentally ill citizens of California is directed by the medical and professional people, but it is the nursing service classes upon whom responsibility for supervision and direction is also divided. The critical group in the Nursing Service Classes is the psychiatric technicians. The hospitals are facing a problem of inequity which are characterized by several problems, such as the inability to obtain people with the training, skills, and experience at the level the work requires, chronic vacancies, and a high turnover.
