Repeal of the 18th (Prohibition) Amendment did not go into effect until December 5, 1933, but beer had a running start and Mayor Kelly announced that, on November 8, 1933'Personal Responsibility Day,' there would be free beer for everybody. This gesture did not hurt the Mayor's popularity."
